History:
Before the Spanish regime, there were three adjacent sitios namely: Cabatuan (meaning “stony”), Cabittaoagan (the place where “bittaoag” grows) and Looc (residence of Ilocanos). The elders of the three sitios then got together and agreed to merge their sitios into one which they called “Bulala”, a name coined from the Bulala Trees which grew in abundance in the area.
In 1772, Tabacalera, a tobacco-buying station established by the Spanish government in Bulala. Farmers from Pangasinan and Ilocos brought their tobacco products to the Tabacalera through caritons and calezas. Later on, the place was more popularly called and known “Carlatan”, derived from “caritons” and “calezas” they used in the area.
