History:

This small but prosperous barangay had its humble beginning as part of Barangay Poro. It is at the sourthernmost part of barangay Poro and was known before as Lumbis-Saya, a place frequented by visayan fishermen who found their way along the shoreline of Barangay Poro. A Barrio Lieutenant in the person of Rufino Flores then governed Lumbis-saya while BarrioLieutenant Ladislao Hufana governed Poro North. During the administration of late Mayor Paulino Flores, Agustin Zafra, who hailed from he barrio and became a councilor. He moved for the segregation od Lumbis-saya into a separate barangay. Since the Municipal Council of San Fernando favorable acted upon his move, Lumbis-saya became baranga andwas named after proponent as “San Agustin”.
