History:
During the Spanish time, there was a beautiful Cebuana who lived in what is Sibuan-Otong now. It was not surprising that an equally young and handsome sapnish bachelor fell in love with her. She loved the young man in return. At that time, native ilocanos are not in favor of intermarriages with foreigners. The young lady did not want to disobey her parents so they met in a secret rendozvous. Her parents disapproved of their releationship. She did not know what to do until she ended commiting suicide tin their secret meeting place. After a few days, a green plant grew where lady died and beautiful long hair of cebuana. Later on, the people adopted “Sibuan-Otong” in memory of love affair of the cebuana and the Spanish bachelor.
