The City Government of San Fernando led by City Mayor Pablo C. Ortega in cooperation with the Department of Tourism Region I headed by Dir. Martin S. Valera supported the 3rd Photography Seminar Workshop spearheaded by the City Information and Tourism Section in coordination with the Seeing Images of Life in Photography (SILIP) Camera Club, Inc. on April 30-May 2, 2009 held at the People’s Hall, City Hall, San Fernando City, La Union. Its main objective is to encourage photographers and photo enthusiasts to enhance and develop their knowledge and appreciation in the field and to help the city in the promotions of its top tourist destinations.

44 participants from different towns in La Unions, government agencies, private firms, city employees and schools joined the 3-day seminar workshop lectured by renowned photographers Mr. Ador Pamintuan and Victor Sison of the Federation of Philippine Photographers Foundation, Inc. (FPPF, Inc.) and La Salle St. Benilde in Manila.
On the first day, lectures were conducted followed by an outdoor activity on the second day and critiquing on the final day.
Further, a photo contest was also conducted and the winners are: Ms. Violeta Ancheta of the Office of the City Mayor who bagged both First Place on the On-The Spot Ma-Tzu Temple and the Still Life Boto Foto categories and Ms. Christy Meris of Sangguniang Panlungsod, First Place on the Portrait Boto Foto category. Trophies and plaques of recognition were given to them.
The culmination of the event led to the membership of the participants to SILIP Camera Club, Inc. and made way for the planning and sustainability of the photography seminar workshop program of the city. The event was graced by City Councilor Hon. Joseph M. de Guzman who represented the City Mayor Pablo C. Ortega which was out of the country for official business.
