For the period April-June 2009, the City Council headed by the Hon. Vice-Mayor as the Presiding Officer conducted 11 sessions, passed 32 resolutions and enacted 3 ordinances.
The ordinances are:
ORDINANCE No. 2009-02 – An ordinance regulating the construction/installation and operation of cellular sites in the City of San Fernando
ORDINANCE No. 2009-03 – An ordinance requiring the use of life vests when riding watercrafts.
ORDINANCE No. 2009-04 – An ordinance amending the Revenue Code of the City of San Fernando, La Union.
CAMPAIGNING AGAINST ILLEGAL DRUGS
On June 11, 2009, Hon. Vice-Mayor Pancracio Q. Nisce represented the City Government of San Fernando, La Union as witness in the signing of a Memorandum of Agreement for the construction of Drug Abuse Treatment and Rehabilitation Center for La Union between the Provincial Government of La Union and Dangerous Drug Board.
In this occasion, Hon. Vicente C. Sotto III, Chairman of the Dangerous Drug Board (DDB) formally awarded the financial assistance to the Province of La Union to finance the project.
Members of the Provincial Peace and Order Council, Provincial Anti-Drug Abuse Council, the Provincial Council of the five (5) Pillars of Criminal Justice System were also in attendance to witness this historic event to show solidarity and support to the government’s campaign against illegal drugs.
The establishment of the project is to ensure the welfare of drug-dependent constituents in the Province of La Union and help them ensure their life even healthier and more worth living for.
COMMUNITY OUTREACH PROGRAM
To bring closer the services of the City Government of San Fernando, La Union in the delivery of basic social services, the Honorable Vice-Mayor together with members of the City Council joined the Honorable Mayor in the conduct of a free medical and dental mission held at Barangay Masicong last April 4, 2009.
Beneficiaries of this humanitarian project which is one of the activities in the celebration of the 58th Birthday of the Hon. Mayor Pablo C. Ortega are residents of Barangays Cabarsican, Sacyud, Pao Norte, Pao Sur and Masicong.
SPORTS AND DEVELOPMENT
In this effort to promote Physical Fitness and Sports Development Program, the Honorable Vice-Mayor graced the opening and acted as the Guest of Honor and Speaker of Inter-Zone Basketball Tournament as one of the added feature in celebration of the 2009 Barangay Fiesta of Santiago Sur and also the Friendship Cup Basketball Tournament for Barangays of District XII held on April 26, 2009.
111th PHILIPPINE INDEPENDENCE
In behalf of City Mayor Pablo C. Ortega, the Honorable Members of the City Council, the hardworking employees of the City Government and the very cooperative people of San Fernando, Honorable Pancracio Q. Nisce in his capacity as the Acting Mayor delivered the Welcome Address during the 111th Anniversary celebration of Philippine Independence.
In his welcome message, the Honorable Vice-Mayor stressed the need for every Filipino to strengthen the institutions that will keep democracy and freedom alive in our beloved Philippines.
Vice-Mayor Nisce joined the Hon. Secretary Francisco Duque III of the Department of Health and the Hon. Secretary Hermogenes Esperon, Head of the Presidential Management Staff both acted as Keynote Speakers in the awarding and launching of programs of the Department of Labor and Employment for Employment Assistance, Social Welfare and Development for Self-Employment Assistance Projects and the Department of Trade and Industry to support this year’s anniversary celebration with the theme: “Kagitingan, Kagalingan at Kasipagan tungo sa maunlad na Kabuhayan!” |
