The executive and the legislative department of the city of San Fernando together with the concerned stakeholders come together for a two-day workshop that will update the CLUP of the city.
Reviewed, validated and discerned the inter-sectoral implications of the results of the TWG’s analysis; Set the vision, goals and objectives for the use, development and management of its land and natural resources for the next 10 years; Conducted a participatory vision-reality gap analysis, in the process identifying and rating according to priority, the planning concern for action; Participated in a stakeholder analysis to identify interests and terms of participation of the various stakeholders in the land use plan implementation process were the objectives of the two-day workshop, which was held at Hotel Ariana from June 30 to July 1, 2011.
With no less than the Local Chief Executive, City Mayor Pablo C. Ortega spearheaded the said workshop, with Arch. Anna Marie M. Gonzales, the Sustainability Manager of Ayala Land as the speaker for Urban Planning and Ms. Agnes Cargamento as facilitator for the Vision Reality Gap Analysis.
For the first part of the workshop, the City Planning and Development Officer, Engr. Rudy P. Ducusin, presented the CLUP: Nature, Objectives, Coverage, Links, Milestone and Changes of the City of San Fernando. Second part is the City CLUP vis-à-vis Regional Physical Framework Plan, by Mr. Ramon Peralta, NEDA Representative. The presentation outlines the Philippine Development Plan, 2011-2016, Regional Situationer (macro and socio-economic indicators) and Development Directions (RDP 2011-2016). For the third part, City CLUP vis-à-vis Provincial Dev’t. and Physical Framework Plan, presented by Dr. Mauro A. Libatique, Provincial Planning and Development Officer. Ms. Kate Bada, Poro Point Management Corporation, also presented The Poro Point Special Economic Zone as a Trigger for Development. Her presentation outlines the existing land use plan and the business opportunities within the Poro Point area.
The participants were group into five (5) sectors: Infrastructure, Settlement, Production, Protection and Development Administration. Resources, indicators, problems and issues that have been encountered by each sector have been presented during the current reality sectoral situation presentation.
Visioning workshop, and Contradictions and Intersectoral Problem Analysis was also conducted. This was done for setting the vision, goals and objectives for the CLUP. During the workshop, participants were asked to discussed the current situation of the city, including the identified trends, issues and problems and must be guided by the following questions: Q1: What do you like about the city as it is now? Q2: What don’t you like about the city? Q3: What do you think should be done to improve the city?
Vision Reality Gap Analysis by Ms. Agnes Cargamento, was conducted when all the sectors were done presenting their answers to the three given questions and through the analysis, the workshop have come out with an output on the picture of the City’s current reality situation mainly on the development problems and constraints and current partnership arrangements of the stakeholders and the CLUP vision, goals and objectives that San Fernando City : “The Prime Capital City of Ilocandia” San Fernando City, La Union 2020 – Ilocandia’s premier capital for trade, tourism and governance, a livable, progressive, business-friendly, and environmentally-sensitive urban center, home to God-loving, enlightened and empowered citizens and leaders. |
