As part of the continuing Rights Based Approach (RBA) Advocacy, the City Government of San Fernando La Union in partnership with the Region 1 offices of the Commission on Human Rights and NEDA, conducted a two-day Training of Trainers for Rights Based Millennium Development Goals (MDG) Localization on February 19 and 20 at the People’s Hall.
The training aimed at organizing and preparing a pool of trainers capable of assisting local government officials in mainstreaming human rights for localization of Millennium Development Goals. The selected participants include personnel from the City Legal, City Budget, City Social Welfare, City Agriculture, City Media, City Planning, City Market, City Health Offices, representatives from the education and religious sector, among others. City Councilors Francisco ‘Kit’ Ortega, Jr., Chary Nisce, Andre Dacanay and Marilyn Jucar, were also present during the training.
The potential trainers were given lectures to understand fully the Human Rights Framework in Rights Based MDG Localization, to gain skill as facilitators in the Barangay Rights Based MDG Localization Planning Session which is scheduled on March 5-7, 2008 at the People’s Hall.
According to Regional Commission on Human Rights Director Anita Chauhan, one of the speaker-lecturers in the training, the MDGs are eight goals to be achieved by 2015 that respond to the world’s main development challenges.
“These (goals) are drawn from the actions and targets contained in the Millennium Declaration that was adopted by 189 nations during the UN Millennium Summit in September 2000,” Chauhan said. “The localization of the MDG encourages the LGUs to intensify efforts in the implementation of programs, projects and activities toward the achievement of the MDG”, she added.
Other speakers in the training are Ms. Marissa Gorospe, Division Chief of the Project Monitoring Evaluation of NEDA ROI, Engr. Rudy P. Ducusin, City Planning and Development Officer of the City of San Fernando, Atty. Mildred G. Llobrera of the CHR RO1, Mr. Danilo Balino, Project and Training Coordinator, and Dr. Ester V. Tucay of the Nueva Vizcaya State University.
