The Regional Development Council (RDC) headed by the National Economic and Development Authority has recognized this city as the Most Advanced in Productivity and Quality Journey, with the Regional Productivity Improvement Committee giving the city a score card of A or Star Plus.
City Councilor Francisco “Kit” Ortega, representing Mayor Pablo Ortega, accepted the special citation award from Ilocos Sur Gov. Deogracias Savellano, chairperson of the RDC-I and Dr. Leonardo Quitos, NEDA regional chief, at the Provincial capitol during the National Quality and Productivity Improvement Month celebration.

The city was cited as a worthy productivity model/ performer to other agencies, particularly local government units, in achieving quality productions contributing to improved delivery of services.
Felimon Berba, president emeritus Phil. Quality Awards Foundation, Inc., and the keynote speaker of the ceremonies, said that without quality, there can be no productivity.
Magdalena Mendoza, senior vice president of the Development Academy of the Philippines, on the other hand, congratulated the city for having copped the Most Competitive Small City in the Philippines. She stressed that through entrepreneurship, technological innovation and advancement in technology, like the city, are the ingredients for competitiveness. |
