  The City teemed with only six percent (6%) forest area has been implementing intensive Forest Resource Management Program. Various strategies to afforest and reforest identified sites in the City of San Fernando were crafted in partnership with line agencies, organizations, academe and interest groups.  
     
     
     
 

Naguilian River Basin Development Project (NRBDP)

 
  The NRBDP is a 5-year joint project of the Provincial Government of La Union, City Government of San Fernando and Philippine Business for Social Progress (PBSP)- La Union. It aims to institutionalize the management of the Naguillian River Basin (NRB) in terms of watershed rehabilitation, stakeholder’s income diversification and environmental education.  The 10 priority NRB areas are: Cluster 1; barangays Apaleng, Baraoas, Bangbangolan and Nagyubuyuban Cluster2; Pacpaco, Pao Norte, Sacyud and Cluster 3; Pao Sur, Cabarsican and Masicong.  
 

 

 
     
     
 

Satellite Nurseries Establishment

 
 

In support to the One Million Tree Project and massive reforestation of the City, satellite nurseries were established as a community-based project for the barangay. Forest tree species such as mahogany, narra and other fruit trees are continuously propagated  to meet the demand for reforestation activities.

Barangays Masicong and Puspus are now operating and managing a plant nursery. Other NRB barangays are now establishing plant nurseries namely barangays Baraoas, Nagyubuyuban and Apaleng. The Philippine Business for Social Progress (PBSP)- La Union extended logistic support in the form of nets, wheel barrows, grab hoes and water sprinkler to said barangays.

 
 
 
     
     
 

Comprehensive Tree Parenting Program

 
  Different organizations and institutions adopted certain areas or barangays in the City to conduct tree planting activities. As adoptors or “parents” of those trees, they are responsible in monitoring and nurturing the trees. Organizations that adopted areas in the City include the Philippine Navy, DMMMSU, Rotary Club, Lions Club, Coca-cola, PLDT, SLC and others  
     
     
     
 

Tree Care and Management “Oplan Sagip Puno”

 
 

A project on tree care and proper management has been implemented jointly by Department of Environment and Natural Resources-Forest Management Services (DENR- FMS) Region I and City ENRO. A training demonstration on tree pruning and surgery was conducted last November 12, 2004 participated by concerned schools, barangays, and organizations among others. On December 3, 2004, 10 trees of significant value were treated at Barangay Lingsat, the first barangay that adopted this technology among the participants of the demo training conducted.

This program was continued in early January 2005 in Barangay Lingsat and Barangay Catbangen

 
     
 
 
 
 
 

20-hectare Bamboo Plantation

 
 

The Bamboo Plantation and Development Program in the City of San Fernando is one of the prototype livelihood projects in La Union being successfully implemented under the Department of Environment and Natural Resources Community Livelihood Assistance Special Program (DENR- CLASP).

The City Government of San Fernando takes the active initiative in establishing bamboo plantations that will serve as major source of raw materials to boost its bamboo furniture and handicraft industry and takes the lead role in the realization of making La Union the Bamboo Capital of the North.

Bamboo cultivation is viewed not only as an effective tool in forest resources management but also for countryside development as this addresses the need of upland areas like food and shelter. Bamboo industry provides employment opportunities and promotes continuous productivity and growth of resource- based industry thereby, uplifting the socio-economic status of upland communities. It also plays a significant role in socio-economic development and ranks among the dollar earning exports in the country.

A 20-hectare bamboo plantation in the city was established through DENR- CLASP. The beneficiaries of the project are People’s Organization of four barangays namely: the Abut Weavers Association, Bato Farmers Association, Namtutan Farmers Association and Saoay Farmers Association.

The project is remarkably gaining success based from the results of periodic evaluation and monitoring of the project. The collaborative partnership of the DENR-LGUs-POs has paved the way for better utilization of resources, synchronized and unified efforts towards the attainment of the goal. The project management is created through the DENR and provincial government of La Union responsible in terms of technological and managerial skills. The Local Government Unit (LGU)- City of San Fernando is the partner in governance and the People’s Organization (PO) are the direct beneficiaries with labor contribution as their counterpart in the project. The continued conduct of skills and capability building to the beneficiaries of the project has empowered them on the management of their nurseries and plantations.

Moreover, the incentive planting scheme of the DENR and the financial assistance offered by the City Government to the four POs have significantly contributed in the gradual success of the program as it elicited the active support and participation of the POs who are the key role players of the program.
