Barangay/ Village-based Materials Recovery Facility

OBJECTIVES:

• Improve the existing SWM organizational structure and management schemes
•  Establish effective SWM support system and facilities
•  Finalize and institutionalize SWM plan in accordance to the City SWM Ordinance and R.A. 9003
•  30 % waste diversion rate
•  Increase community awareness and participation on SWM through IEC; barangays and schools
•  Improve the involvement of  barangays through SWM incentive schemes
•  Improve participation and coordination with private and business sectors

Engineered Sanitary Landfill Project
(Clay Liner Technology)

• 10.6 hectares landfill facility with the following features:
  1. 3 cells (good for 15 years)
  2. Leachate collection system
  3. Wastewater treatment system
  4. Material Recovery Facility (MRF)
  5. Low cost liner facility

Waste Analysis and Characterization Survey (WACS)

OBJECTIVES OF THE STUDY:

• To determine the total weight and volume of waste disposed per day.
• To verify the composition of waste materials being disposed per day
• To determine the actual value of the 30% required diversion
• To identify the kind of waste for diversion from the disposal facility

To recommend specific diversion strategies, technologies and practices to be employed

1. Barangay Lingsat
   
   
   • Lingsat (2004) Lingsat Individual MRF (National Awardee for Barangay SWM)
   • Lingsat Cluster ( 2006 ) Lingsat, Carlatan, Bangkusay, Pagdaraoan and Dalumpinas Este and Dalumpinas Oeste


2. Brgy. San Agustin
   
   
   • Establishment of Materials Recovery Facility in Barangay San Agustin. Composting equipment acquired through the assistance of PBSP and World Bank.
   • Tricycle Collection System.


3. Brgy. Dallangayan Oeste
   
   
   • Dallangayan Oeste with the assistance of the City Government established its barangay-based Materials Recovery Facility (above). It serves as secondary-segregation point of the barangay.
