Annual Clean and Green Contest for Schools |

The City of San Fernando conducts annual Search of the Cleanest and Greenest Elementary Schools in the city with the aim of identifying and recognizing champions of the environment for others to emulate. Through this program, the school administration and the whole studentry work together in implementing various environmental and health promotion activities. To widen the scope of the search, the city now includes the secondary schools both private and public for next year’s evaluation.
Annually, the schools are evaluated based on the following criteria: solid waste management (40%) with sub criteria on SW segregation, recycling and reduction programs/activities, SWM Information Education and Communication; health and sanitation (10%); plantation, gardens/farms and ornamental landscapes (25%); plant nursery (5%); animal and aquaculture; efficient documentation (10%); and community outreach on clean and green program (5%) |

Environmental Citizenship |

This program was launched in February 2004 as an initiative of Former Mayor Mary Jane C. Ortega and assisted by Ms. Lilia Cassanova, UNEP Deputy Director and then DENR Secretary Elisea Gozun. The environmental citizenship program has not been introduced in any cities of the world.
Environmental citizenship program involves all sectors to be members or citizens of San Fernando City. It encourages everybody to observe environmental laws and regulations and to do their duties and responsibilities in environmental protection and conservation.
The launching included signing of covenant indicating the full support and cooperation of all people present during the program which was attended by local officials, non-government organizations, students of various schools, residents and government employees. Based on the covenant, all members should abide all the rules and regulations strictly and will follow the Ocho-ocho duties of an environmental citizen. As an environmental citize citizen, they must segregate their wastes, avoid burning of garbage, recycle, reuse and reduce garbage and water, throw garbage in the designated dumping area at the right time, use “bayong” or “basket” in going to the market, clean their backyard everyday, water their plants only in the morning or late in the afternoon and keep the City of San Fernando, clean, green, peaceful and beautiful. |

Adopt A Street Program |

The program was launched and initiated by the City Department Heads from the Capability Building Training/Seminar conducted in Baguio City in March 2002. It is in support to “Operation MIA, Clean and Green, Solid Waste Management Program of this city, this program was launched and initiated by all the City Department Heads resulted from the Capability Building Training/Seminar at Baguio City in March 2002.
Because of the remarkable impact of the program, other institutions and offices signified their participation and have adopted areas within and surrounding their offices to clean, green and beautify. |

Environmental Gallery |

| |
The environmental gallery has been designed as one of the attractions in the City Science Centrum through a partnership of the City Government of San Fernando with DENR- CMMD Region in 2005. It depicts the interconnectivity of different ecosystems e.g upland, rural, urban and coastal emphasizing the protection and conservation of all ecosystems to the viewers, guests and visitors. |

Eco-Library |

The City ENR Office hosts an Eco-library, as part of its environmental services. The Eco-library provides wide sources of environmental books, brochures, posters, modules, manuals, CDs, VCDs and others for students, researchers, walk-ins and other clients. |

Farmer’s Information and Technology Services (FITS) Center |

The Techno Pinoy or the Farmers’ Information and Technology Services (FITS) as supported by Ilocos Agriculture and Resources Research and Development Consortium (ILARRDEC) and DENR-Ecosystem Research and Development Service (ERDS) is a one-stop information shop of technologies in agriculture, forestry, and natural resources that caters to the need of farmers, entrepreneurs, traders, processors, and other clients believed to provide access to the grassroot level. It was established in December 2005. |

The City Environment Code as the blueprint for environmental management programs for the City of San Fernando is ready for publication this month of November 2006. Hon. Jessie Miranda, Committee Chairman on Health and Sanitation sponsored the passage of this law with the end view of a attaining a more effective and sustained implementation of environmental projects and programs in the City |

Canal or Drainage Clean-Up |

To prevent flooding during rainy season, declogging of canals/ estero is undertaken manually by the City Environment and Natural Resources Office. Almost 190 cubic.m composed of plastics and hardened sediments were extracted during the activity. |

First Regional Eco-Youth Summit |

Towards a multi-stakeholder environmental advocacy, the City of San Fernando sponsored the First Regional Eco-Youth Summit with the theme: Youth: Gearing up as Green Flame bearers towards Sustainable Development” last 25-27 January 2006. The summit aimed to strengthen the advocacy and commitment of the youth sector to Mother Nature. In the summit, the participants shared the various environmental works and activities they conduct in their organizations, from tree to mangrove planting, to environmental education and sports activities. The summit was ended in the formulation of a regional environmental group dubbed as “Green Flame Alliance”. |

City Environmental Certificate |

As Corporate Responsibility (CR), the City of San Fernando through the City Environment and Natural Resources Office (City ENRO) issues Environmental Certificate (EC) to all business entities before they are allowed to operate. This certificate, as requirement in securing business permits serves as their environmental compliance for effective environmental management systems. The holder of the certificate should at all times comply with the guidelines provided in the certificate to avoid the cancellation of the same. |

City Sustainable Environmental Financing |

In support to the different environmental projects, the city allots a sustainable annual Environmental Budget under the City ENRO. This budget allocation allows sustainable financing of various environmental programs and projects. |

Mega Multi-partite Monitoring Team (MMT) |
|

A Mega-MMT composed of representatives from DENR- EMB, MGB, City Government and concerned Company/ Industry is currently organized to address industrial pollution and related issues and concerns. The group shall oversee the operation and management of industries in the City most especially those located at Poro Point Special Economic Zone to prevent further environmental degradation. |
