More than 150 residents of Barangay Tanquigan gained updates on government programs, voiced their concerns, and strengthened collaboration with the City Government during a town hall meeting held at Barangay Tanquigan Covered Court on July 21, 2026.

The program opened with welcome remarks from Barangay Captain Reynaldo Gonzales, who welcomed city officials, guest speakers, and residents before introducing the members of the Sangguniang Barangay.

The meeting featured representatives from various city government offices and partner agencies who presented key programs, ordinances, and public service initiatives to improve governance and community welfare.

Mr. Tyrel Yance M. Payoyo of the Public Information Office introduced the e-Participation System, or e-Pakaammo ti Sentimyento (ePS) Registration platform, encouraging residents to use the online system to submit complaints, concerns, requests, and other service-related transactions. 

Engr. Rea Valdez of the City Environment and Natural Resources Office emphasized the importance of proper waste segregation, maintaining cleanliness within the community, and practicing responsible waste management. 

PCMSGT. Maria Caridad Godoy of the Philippine National Police discussed key peace and order measures, including the implementation of the curfew ordinance, Barangay Kalinisan Program, Neighborhood Watch Program, prohibition of public drinking, and proper public decorum. She also addressed community concerns on minors driving motorcycles without licenses and noise pollution caused by modified motorcycle mufflers.

Meanwhile, Ms. Rizalyn D. Medrano of the Local Economic and Business Development Office provided updates on business permits, working permit requirements, zoning clearance, and City ordinances. She also discussed regulations on no-smoking zones, regulated product sales, CCTV installation, online permit renewal, Paleng-QR implementation, consumer protection, and other business compliance measures.

Mr. Samuel Pineyo Jr. of the Office of Public Safety discussed the City’s Road Clearing Program, reminding residents to avoid leaving construction materials on roads and sidewalks, refrain from drying cereal grains on public roads, and support road-clearing efforts to ensure safer and more efficient traffic flow.

During the open forum, City Mayor Hermenegildo A. Gualberto, together with concerned city employees and barangay officials, personally listened to and addressed residents’ concerns. Community members freely raised issues, including stray goats roaming within the barangay and the foul odor allegedly coming from a nearby piggery, among other local concerns. Manong Dong assured the residents that the matters raised would be carefully assessed and endorsed to the concerned city offices for appropriate action and possible resolution.
