CITY GOVERNMENT RECEIVES 2024 CBMS RESULTS, SIGNS DATA TURNOVER AGREEMENT WITH PSA

To officially transmit the results of the 2024 Community-Based Monitoring System (CBMS) to the City Government of San Fernando, La Union, the Philippine Statistics Authority-La Union Provincial Statistical Office (PSA-LUPSO) conducted the Data Turnover Ceremony at the Gregorio “Bunog” R. Hufano Session Hall on September 3, 2025.

 

In the event, Engr. Leny Grace S. Balanon, Statistical Specialist II of PSA-LUPSO, welcomed the attendees composed of the representatives of the City Government and the barangay captains of the city. Meanwhile, Dr. Danites E. Teñido, Chief Statistical Specialist of PSA-LUPSO, shared the highlights of the 2024 CBMS results with the body.

 

Among the results shared during the event were the data on the percentage of access to basic amenities, quality education, gender equality, economic growth, and disaster preparedness in the city.

 

Following thereafter was the awarding of a Plaque of Appreciation to the local government and the ceremonial signing of Data Turnover Agreement (DTA) between PSA through Dr. Teñido, and the city government through City Mayor Hermenegildo A. Gualberto, City Local Government Operations Officer Ms. Lily Ann O. Colisao, City Planning and Development Coordinator Mr. Brix Caesar D. Cafuir, and City Statistician Mr. John Paul P. Estal.

 

After the signing of DTA, City Mayor Dong Gualberto delivered his acceptance message. “We are not just signing an agreement, we are committing to a future where no Fernanda is invisible in data and no one is left out in the government,” the mayor said. He also added, “It is meant to be used to be applied to transform programs from generic to targeted,” highlighting the importance of data-driven programs and projects in the city.

 

Mr. Cafuir further reiterated the significance of data in planning programs and projects when he shared that the data received from the PSA will be utilized and incorporated into the various plans of the local government, including the Comprehensive Land Use Plan and Comprehensive Development Plan, among others.

 

In addition, Ms. Colisao also addressed the barangay captains and barangay councils to maximize the data shared with them in identifying areas that need more alignment with their respective budget plans and barangay development plans.

 

Furthermore, the PSA-LUPSO also shared its flagship programs during the event. Mr. Girard Francis M. Gasuga, Registration Officer II, introduced the Vital Statistics and Birth Registration Assistance Program, a program that helps identified beneficiaries in birth registration for free.

 

Meanwhile, Engr. Balanon showed a brief result of the 2024 Population Census of the city, sharing that the city recorded a total population of 124,809 as of July 1, 2024. Moreover, Ms. Mariel B. Layugan, Information Officer I, and Mr. Joselito C. Garcia, Statistical Specialist II of PSA, reintroduced the Philippine Identification System and Philippine Standards Industrial Classification, respectively.

 

To formally conclude the event, Mr. Karl Josef G. Hufana, Statistical Analyst of PSA-LUPSO, delivered his closing remarks, extending his gratitude to the City of San Fernando, La Union for the active collaboration. Mr. Hufana also expressed their commitment to helping the city convert data into meaningful programs and projects for the people.
