FUNCTION

Take charge of the formulation of rules and regulations for the regulations of efficient, effective and economical implementation of a health services program geared to implementation of health related projects and activities.

FUNCTIONAL STATEMENT

The Health Officer shall take charge of the office health services and shall:

  • Supervise the personnel and staff of said office, formulate program implementation guidelines and rules and regulations for the operation of the said office for the approval of the City Mayor, as the case may be, in order to assist him in the efficient, effective and economical implementation of a health services program geared to implementation of health-related projects and activities;

  • Formulate measures for the consideration of the Sangguniang Panlungsod and provide technical assistance and support to the City Mayor in carrying out activities to ensure the delivery of basic services and provision of adequate facilities relative to health services provided in Rule V of these Rules;

  • Develop plans and strategies on health programs and projects and implement them upon approval thereof by the City Mayor as the case may be;

  • Formulate and implement policies, plans, programs and projects to promote the health of the people in the LGU concerned;

  • Advise the Governor or City Mayor, as the case may be, and the Sangguniang Panlungsod on matters pertaining to health;

  • Execute and enforce all laws, ordinances and regulations relating to public health;

  • Recommend to the Sangguniang Panlungsod, through the local health board, the passage of such ordinances as he may deem necessary for the preservation of public health;

  • Recommend the prosecution of any violation of sanitary laws, ordinances or regulations;

  • Direct the sanitary inspectors to inspect all business establishments selling food items or providing accommodations such as hotels, motels, lodging houses, pension houses, and the like, in accordance with the Sanitation Code;

  • Conduct health information campaigns and render health intelligence services;

  • Coordinate with other government agencies and non-governmental organizations involved in the promotion and delivery of health services;

  • Be in the frontline of the delivery of health services, particularly during and in the aftermath of man-made and natural disasters and calamities; and

  • Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

FUNCTIONAL STATEMENT

The Social Welfare & Development Officer shall take charge of the office on social welfare and development services and shall:

  • Formulate measures for the approval of the Sangguniang Panlungsod and provide technical assistance and support to the City Mayor in carrying out measures to ensure the delivery of basic services and provision of adequate facilities relative to social welfare and development services;

  • Develop plans and strategies and, upon approval thereof by the City Mayor, implement the same, particularly those which have to do with social welfare and development programs and projects which the City Mayor is empowered to implement and which the Sangguniang Panlungsod is empowered to provide;

  • Identify the basic needs of the needy, the disadvantaged and the impoverished and develop and implement appropriate measures to alleviate their problems and improve their living conditions;

  • Provide relief and appropriate crisis intervention for victims of abuse and exploitation and recommend appropriate measures to deter further abuse and exploitation;

  • Assist the City Mayor in implementing the barangay level program for the total development and protection of children up to six (6) years of age;

  • Facilitate the implementation of welfare program for the disabled, elderly, and victims of drug addiction, the rehabilitation of prisoners and paroles, the prevention of juvenile delinquency, and such other activities which would eliminate or minimize the ill-effects of poverty;

  • Initiate and support youth welfare programs that will enhance the role of the youth in nation-building;

  • Coordinate with government agencies and non-governmental organizations which have for their purpose the promotion and the protection of all needy, disadvantaged or impoverished groups our individuals, particularly those identified to be vulnerable and high-risk to exploitation, abuse and neglect;

  • Be in the frontline of service delivery, particularly those which have to do with immediate relief and assistance during and in the aftermath of man-made and natural disasters and calamities;

  • Recommend to the Sangguniang Panlungsod and advise the City Mayor on all other matters related to social welfare and development services which will improve the livelihood and living conditions of the inhabitants of the City; and

  • Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

City Disaster Risk Reduction Management Officer

FUNCTIONAL STATEMENT 

  • Design, program, and coordinate disaster risk reduction and management activities consistent with the National Council’s standards and guidelines;
  • Facilitate and support risk assessments and contingency planning activities at the local level;
  • Consolidate local disaster information which includes natural hazards, vulnerabilities, and climate change risks, and maintain a local risk map;
  • Organize and conduct training, orientation, and knowledge management activities on disaster risk reduction and management at the local level;
  • Operate a multi-hazard early warning system, linked to disaster risk reduction to provide accurate and timely advice to national or local emergency response organizations and to the general public, through diverse mass media, particularly radio, landline communications, and technologies for communication within rural communities;
  • Formulate and implement a comprehensive and – integrated LDRRMP in accordance with the national, regional and provincial framework, and policies on disaster risk reduction in close coordination with the local development councils (LDCs);
  • Identify, assess and manage the hazards. vulnerabilities and risks that may occur in their locality;
  •  Disseminate information and raise public awareness about those hazards. vulnerabilities and risks, their nature, effects, early warning signs and counter-measures;
  • Develop, strengthen and operationalize mechanisms for partnership or networking with the private sector, CSOs, and volunteer groups;
  • Respond to and manage the adverse effects of emergencies and carry out recovery activities in the affected area, ensuring that there is an efficient mechanism for immediate delivery of food, shelter and medical supplies for women and children, endeavor to create a special place where internally-displaced mothers can find help with breastfeeding, feed and care for their babies and give support to each other;
  • Establish linkage/network with other LGUs for disaster risk reduction and emergency response purposes.

FUNCTIONAL STATEMENT

  • Responsible for the formulation, coordination and monitoring of policies , standards programs and projects for the operations of transport
  • Responsible for the protection and safety of citizens, organizations and institutions against threats to their well being;
  • Responsible in providing relevant information in order to promote public safety objectives;
  • Responsible for the formulation and implementation of programs, policies and procedures to achieve public safety , especially preparedness for preventive or rescue operations during times of calamities and disasters and coordination and mobilization of resources and implementation of contingency plans for the rehabilitation and relief operation in coordination with other related agencies;
  • Responsible in overseeing and monitoring enforcement and implementation of public order and safety programs and projects at the City and barangay level.
  • Responsible in the strict implementation of policies and standards programs;
  • Responsible in enforcing the provisions of the City Traffic Rules and Regulations and other National Law on Traffic;
  • Responsible for implementing traffic re-routing plan as alternative scheme to decongest heavy build-up of traffic and during the conduct of special occasions or during calamities/disasters;
  • Ensure the implementation of laws and City ordinances with regards to public order and safety;
  • Responsible for ensuring a progressive traffic flow and safety of motorists, pedestrians and commuters.
  • Responsible in the development and formulation of policies and standards programs;
  • Responsible in analyzing traffic re-routing plan that involves public transport modes and services covering tricycles, buses, and jeepneys;
  •  Facilitate smooth flow of administrative operations including, but not limited to, preparation of transmittals for apprehended traffic violators, preparation of traffic reports and management and maintenance of all pertinent files and records;
  • Recommend alternative strategies/ reforms for the improvement or attainment of goals and objectives of the office;
