OBJECTIVES

To provide for the formulation of measures and to ensure the delivery of basic services and provisions of adequate facilities relative to agricultural services.

FUNCTIONAL STATEMENT

The City Agriculturist shall take charge of the office for agricultural services, shall:

  • Formulate measures for the approval of the Sangguniang Panlungsod and provided technical assistance and support to the City Mayor in carrying out said measures to ensure the delivery of basic services and provision of adequate facilities relative to agricultural services;
  • Develop plans and strategies and upon approval thereof by the City Mayor, implement the same, particularly those which have to do with agricultural programs and projects which the City Mayor is empowered to implement and which the Sangguniang Panlungsod is empowered to provide;
  • Ensure that maximum assistance and access to resources in the production, processing and marketing of agricultural, aquaculture and marine products are extended to farmers, fishermen and local entrepreneurs;
  • Conduct or cause to be conducted location-specific agricultural researches and assist in making available the appropriate technology arising out of, and disseminate information on, basic research on crops, prevention and control of plant diseases and pests, and other agricultural matters which will maximize productivity;
  • Assist the City Mayor in the establishment of and extension services on, demonstration farms or aquaculture and marine products;
  • Enforce rules and regulations relating agriculture and aquaculture;
  • Coordinate with government agencies and non-governmental organizations which promote agricultural productivity through appropriate technology compatible with environmental integrity;
  • Be in the frontline of the delivery of basic agricultural services, particularly those needed for the survival of the inhabitants of the City during and in the aftermath of man-made and natural disasters and calamities;
  • Recommend to the Sangguniang Panlungsod and advise the City Mayor on all other matters related to agriculture and aquaculture which will improve the livelihood and living conditions of the inhabitants of the City; and
  • Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance

FUNCTIONAL STATEMENT

The veterinarian shall take charge of the office for the veterinary services and shall:

  • Formulate measures for the consideration of the sanggunian, and provide technical assistance and support to the governor or mayor, as the case may be, in carrying out measures to ensure the delivery of basic services and provision pf adequate facilities pursuant to Section 17 of The Local Government Code of 1991 (RA 7160).

  • Develop plans and strategies and upon approval thereof by the governor or mayor, as the case may be, implement the same, particularly those which have to do with the veterinary-related activities which the governor or mayor is empowered to implement and which the sanggunian is empowered to provide for under The Local Government Code of 1991 (RA 7160).

  • In addition to the foregoing duties and functions, the veterinarian shall:

    1. Advise the governor or the mayor, as the case may be, on all matters pertaining to the slaughter of animals for human consumption and the regulation of slaughterhouses;

    2. Regulate the keeping of domestic animals;

    3. Regulate and inspect poultry, milk and dairy products for public consumption;

    4. Enforce all laws and regulations for the prevention of cruelty to animals; and

    5. Take the necessary measures to eradicate, prevent or cure all forms of animals diseases;

  • Be in the frontline of veterinary related activities, such as in the outbreak of highly-contagious and deadly diseases, and in situations resulting in the depletion of animals for work and human consumption, particularly those arising from in the aftermath of man-made and natural calamities and disasters;

  • Recommend to the sanggunian and advise the governor or mayor, as the case may be, on all other matters relative to veterinary services which will increase the number and improve the quality of livestock, poultry and other domestic animals for work or human consumption; and

  • Exercise such other powers and perform such duties and functions as may be prescribed by law or ordinance.

POWERS, DUTIES, AND FUNCTIONS

The Local Economic and Business Development Officer shall:

  • Responsible for the issuance of business/mayor’s permit, permit to operate and special permit, revocation and closure of businesses;

  • Responsible for the investigation and evaluation of eligibility for or conformity with laws and regulations governing contract compliance in relation to the requirement of licenses and permits
  • Responsible for the supervision on the issuance of generated reports and other information as requested by different entities or individual certification, certified true copy of business registration and other documents on business.
  • Responsible for serving of notices and closure orders to business establishments

FUNCTIONAL STATEMENT

To assist the Sangguniang Panlungsod in carrying its multifarious functions.

 

ACTIVITIES

  • Responsible for the administration and supervision of the Public Market including the duties, functions and assignments of all Market Personnel;

  • Responsible for the implementation and administration of market rules and regulations;

  • Responsible for the supervision and monitoring of market daily collections both in the Old and New Public Market

  • Responsible for monitoring orderliness and cleanliness in the market premises in the Old and New Public Market.
  • Manage the maintenance and efficient utilization of all market properties, facilities and supplies.
  • This Section will be in charge of the upkeep and maintenance of Market record
  • Recommends policies, guidelines to improve the operation of the market.
  • Assist in the planning and implementation of plans and programs in the market;
  • Administers various market applications and proposals.
  • In charge in enforcement of Ordinances and Resolutions set forth by the Sangguniang Panlungsod, policies, rules and regulation for the market operations.
  • Recommend new policies to be incorporated in the Market Code.
  • Monitor and audit collection, ensuring all taxes, fees and charges due to the City Government from the operation of the public markets are accordingly enforced and see to it that all cash collections are remitted to the City Treasurer.

FUNCTIONAL STATEMENT

To take charge of all surveying and engineering works of the city and perform such services in connection with public improvements.

OBJECTIVES

To undertake all the activities necessary in the implementation of infrastructure projects.

ACTIVITIES

The City Engineer shall take charge of the engineering office, and shall:

  • Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the City;

  • Advise the City Mayor on infrastructure, public works and other engineering matters;

  • Administer, coordinate, supervise and control the construction, maintenance, improvement and repair of roads, bridges and other engineering and public works projects of the city;

  • Provide engineering services to the city, including investigation and survey, engineering designs, feasibility studies and project management, and

  • Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
