The City Government entered into a Memorandum of Agreement (MOA) with Serenity in the Steps Counseling and Recovery Services, a counseling and recovery services organization based in Baguio City, as partners in enhancing the implementation of the Balay Silangan Program of the City of San Fernando, La Union.

City Mayor Hermenegildo A. Gualberto and Project Head of Balay Silangan Program Mr. Rafael Jude L. Collado signed the MOA with Serenity in the Steps Program Director Mr. Clemente G. Abella Jr., MAC, RGC, ICRC ICAP III and Administrative Officer Mr. Justin Dominic Alessandro G. Abella.

Through this MOA, Serenity in the Steps will officially provide training and mentoring to the Balay Silangan personnel and will serve as the facilitators for the 12 Steps to Recover Drug Personalities under the Balay Silangan Program.

The Balay Silangan Program is a one-month in-house reformation program that serves as a beacon of hope for individuals in recovery, offering a safe and supportive environment for their rehabilitation journey. By providing access to education, skills training, and reintegration programs, Balay Silangan helps former drug personalities rebuild their lives and become productive members of society once again.
