The City Government of San Fernando, La Union through the Persons with Disability Affairs Office under the City Social Welfare and Development Office celebrated the 19th Women with Disabilities Day on April 11, 2023 in ABC Hall, City of San Fernando, La Union.

The Day was celebrated through a conduct of training or seminar on PhilHealth Program and Universal Health Care Policy Update and Magna Carta for Women delivered by Chief Social Insurance Officer of PhilHealth-LHIO La Union Mr. Raymond Maningding and City Disability Affairs Assistant Mr. Romeo M. Tan, respectively.

After the lecture, a search for the Empowered Woman with Disability 2023 was held wherein empowered women with disability participated and flaunted their beauty and wit. Of all the participants, Ms. Joy Villegas won the title and was hailed as the Empowered Woman with Disability 2023 while Ms. Joneza Benitez finished as first runner-up and Ms. Evangeline Osias as the second runner-up.
