CITY GOVERNMENT EDUCATES BARANGAY FRONTLINERS, SMKCSFLU ON DISABILITY, GENDER SENSITIVE COMMUNITY

As part of the City Government of San Fernando’s ongoing commitment to promoting inclusivity, empowerment, and a rights-based approach in local governance, the Persons with Disability Affairs Office (PDAO) spearheaded the Disability and Gender Sensitivity Forum held at J&V Hotel and Resort on August 22, 2025.

The PDAO, through Mr. Jade Jomer Tudas, Disability Affairs Officer I, formally opened and facilitated the event. This was followed by a message of support from City Mayor Hermenegildo Gualberto, delivered on his behalf by Ms. Valerie Ann S. Valdez, Executive Assistant II.

After the opening ceremony, Barangay Service Point Officers, Barangay Health Workers, Barangay Nutrition Scholars, and Officers of the Samahan ng May Kapansanan City of San Fernando La Union (SMKCSFLU) participated in lectures during the forum.

The forum was enriched by the expertise and insights of Dr. Mark Anthony Inocencio, Information Officer V, Head of Information Education and Communication Division of the National Council on Disability Affairs, and Ms. Maria Theresa M. Navarro, Supervising Administrative Officer of City Gender and Development Office.

The lectures were designed to raise awareness on laws protecting the rights of persons with disabilities. The discussions also equipped them with knowledge on gender sensitivity towards safe, respectful, and inclusive barangays.

The participants were also given the opportunity to raise questions and clarifications. All concerns and queries were addressed, ensuring a meaningful exchange of knowledge and perspectives.

Moreover, the forum likewise recognized the vital role of barangay workers in advancing the inclusivity advocacies, as they serve as the first line of support within the community.

This initiative sought to enhance stakeholders’ understanding of the intersectionality between disability and gender, with a focus on how gender-sensitive practices can strengthen the empowerment of persons with disabilities. Furthermore, the activity aimed to address and eliminate both systemic and attitudinal barriers that hinder persons with disabilities from full participation in society.
