After undergoing the accreditation process with the Sangguniang Panlungsod, 76 out of 95 accredited civil society organizations (CSOs) convened in a meeting for the selection of CSO representatives to the Local Special Bodies (LSBs) held at the Gregorio “Bunog” R. Hufano Session Hall, 4th Floor Marcos Building, City of San Fernando, La Union on September 11, 2025.

The meeting started with the welcome remarks of Ms. Imelda B. Quindara, the CSO Desk Officer of the City Government of San Fernando, La Union. This was followed by a discussion with Mr. Brix Caesar D. Cafuir, City Planning and Development Coordinator, who provided an overview of the LSB reconstitution to the attending CSOs.

Meanwhile, Ms. Lily Ann O. Colisao, City Local Government Operations Officer, oriented the CSOs on the functions and compositions of the LSBs. These LSBs include the City Development Council, Local School Board, Local Health Board, and City Peace and Order Council.

After having been oriented of the LSB’s functions, Mr. Anacleto M. Zamoranos, Chairperson of the Local People’s Council (LPC), facilitated the selection proper. The CSO representatives took this opportunity to express their interest in which LSB they want to participate in. During the selection, most of the accredited CSOs chose the City Development Council.

Furthermore, the meeting also provided the CSOs a platform to express their feedback to the city government. Ms. Colisao facilitated a feedback session with the CSOs in which they submitted their suggested programs, projects, and activities that the city could implement for its constituents.

To end the activity, Mr. Zamoranos introduced the current officers of the LPC to the body. He also invited and encouraged the CSOs to be members of the Local People’s Council to further strengthen citizen participation in the local government.
