As part of the continuing campaign of the City Government of San Fernando for the protection of children, the City Social Welfare and Development Office (CSWDO) conducted ‘PANAGKIKIBIN’ Phase 1: Lawag Iti Namnama para Daguiti Agtutubo (LINDA), at the Liga ng mga Barangay Hall and City Library, on October 5-9, 2020. This is the second year of the implementation of the community-based intervention for Children in Conflict with the Law (CICL) and Child at Risk (CAR). This Psycho-spiritual Development Program aims to provide a comprehensive and institutionalized intervention program for the CAR and CICL of the city. The program was graced by Mayor Alf Ortega, members of the Diversion Committee from the 59 barangays of the city, law enforcement officers from the Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA), Criminal Investigation and Detection Group (CIDG), and parents of the CICL and CAR. Mary Ann Dacanay, a psychologist from the Department of Social Welfare and Development (DSWD) Field Office 1, gave a lecture on “Understanding CAR and CICL”, “Developmental Stages of the Children,” and “Ang Pagiging Magulang.” Al Gerald Barde, Education Supervisor II from the Commission on Higher Education (CHED) discussed and emphasized the “Role of Parents in the Virtual Life of Children.” Atty. Cristina Jenny Cariño, Assistant Regional Public Attorney of the Public Attorney’s Office (PAO), also gave an orientation on RA 9344 as amended by RA No. 10630 or “Juvenile Justice and Welfare Act of 2006.” Protocols in handling CAR/CICL as well as the CAR/CICL Registry in National Juvenile Justice and Welfare Information in Management System were discussed by Jocelyn Mariano and Perfecto Lasquite, respectively, who are both representatives from Regional Juvenile Justice and Welfare Council (RJJWC). This kind of undertaking is crucial in protecting the children of the city, especially at this time of the pandemic.
