As clearly expressed in the Local Government Code, the Barangay is the basic political unit and serves as the primary planning and implementing unit of government policies, plans, programs, projects, and activities in the community, and as a forum wherein the collective views of the people may be expressed, crystallized and considered. Having said that, being the Association of Barangay Captains (ABC) representative to the Sangguniang Panlungsod and to the City Government, I will continue to strongly advocate and embody the cause of the different barangays, push for their development, promote and enhance efficient barangay government administration and work to establish a harmonious working relationship between and among the 59 barangays and the City Government to ensure that plans, programs, and projects materialize for the betterment of the City as a whole.

 As the City aggressively moves towards greater development and maintains its position as the premier City in Ilocandia, I enjoin the 59 barangays to stay onboard as each has a significant contribution to our goal and vision. 

 The Liga ng mga Barangay will stay as an active, cooperative and committed partner for the continuous progress and development of the City of San Fernando, La Union. Being the chairperson of the Committees on Barangay Affairs, Public Safety, and Human Rights, it shall be my commitment to advance legislative measures and policies that espouse the vision-mission of the City embraced with values.

 The City of San Fernando is our Home and we shall together work to protect, develop and care for our beloved City of San Fernando.
