Faster public service delivery, improved efficiency, and greater transparency await residents as the City Government of San Fernando, La Union formalized its partnership with the Department of Justice – Parole and Probation Administration (DOJ-PPA) Regional Office I through the signing of a Memorandum of Agreement (MOA) at the Office of the City Mayor on June 23, 2026.

Under the agreement, the City Government will allow the replication of its award-winning Document Tracking System (DTS), recognized during the 2023 Annual e-Gov Awards under the Best in Government-to-Customer Category. By enabling other government agencies to adopt the system as part of their digital transformation initiatives, the partnership is expected to streamline government processes, improve accountability, and contribute to faster and more reliable public services for the public.

The MOA was signed by Mayor Hermenegildo A. Gualberto and DOJ-PPA Regional Director Wilfred D. Gonnay in support of the Annual e-Gov Awards, spearheaded by the Department of the Interior and Local Government (DILG) in partnership with the National ICT Confederation of the Philippines (NICP), which promotes the adoption of innovative digital solutions across government agencies.

Present during the signing were Jasmin C. Flores, OIC-Assistant Regional Director and Chairperson of the TWG for DTS Adoption; Hon. Nerissa Joy O. Almazan, City Councilor and Chairperson of the Smart and Sustainable Communities Committee; SrPPO Juniza C. Domingo, Regional Planning Officer; and Atty. Maria Nadja Nalinac G. Pilar, City Legal Officer.

Through initiatives like the Document Tracking System, the City Government of San Fernando continues to champion digital innovation that enhances service delivery, strengthens transparency, and fosters more responsive governance for the benefit of residents and communities beyond our #PeoplesCity of #SanFernandoTayo.
