CITY GOVERNMENT CAPACITATES BACOs IN HANDLING STRAY ANIMALS
In line with the enforcement of ordinances and laws on stray animal management, the City Government of San Fernando, La Union, through the Office of the City Veterinarian (VET), spearheaded a training for the Barangay Animal Control Officers (BACOs) of the city held at the ABC Hall, Barangay I, on August 28, 2025.
In the activity, the City VET shared the current impounding situation of the city. Then, Dr. Sigrid P. Agustin, Veterinarian II of the Regulatory Division of the Department of Agriculture Regional Field Office 1, led a discussion on basic information on rabies.
The BACOs were also informed on the salient points of the Anti-Rabies Act of 2007 (Republic Act (R.A.) No. 9482), Animal Welfare Act (R.A. No. 8485), Animal Welfare Code of the City of San Fernando, and City Ordinance 2008-006, which amended the City Ordinance No. 2002-009 into Anti-Stray Animal Ordinance.
The informative sessions concluded with the introduction of the rabies control program of the city. Afterward, the participants were immersed in the basic foundations of animal impounding and given demonstrations on the proper handling of tools. City pound keepers also shared their first-hand field experiences from their actual impounding operations.
Moreover, also participating in said training were officers from the Philippine Navy.
Through this training, the City Government, in partnership with BACO, prioritizes the safety of the community while upholding the humane management of stray animals here at the #PeoplesCity of #SanFernandoTayo.
