The City Government of San Fernando, La Union (CGSFLU) and the United Employees Association of San Fernando (LU), Inc. celebrated a significant milestone in strengthening employee-management cooperation after receiving the Certificate of Registration for the Collective Negotiation Agreement (CNA) at the City Mayor’s Office on December 3, 2025.

The certificate was personally awarded by Provincial Director Romulo V. Nabua, Director II of the Civil Service Commission (CSC) La Union Field Office.

The award was received on behalf of the Association by its president, Ms. Maria Theresa M. Navarro, together with other officers of the Association.

City Mayor Hermenegildo A. Gualberto and several other management representatives were also present during the awarding ceremony, symbolizing the strong and collaborative partnership between both parties.

The CNA Certificate of Registration will be valid from October 30, 2025 to October 29, 2028, signifying a mutual commitment to promoting employee welfare, workplace improvement, and constructive dialogue on workforce concerns.
