The City Government, through the initiative of Acting City Mayor Alf Ortega and Acting City Vice Mayor Chary Nisce, entered into a Memorandum of Agreement (MOA) with the Land Bank of the Philippines and the Bureau of Fire Protection (BFP), respectively, on March 29, 2021.

The MOA was entered to partner with Land Bank in the deployment of online payment system covering all transactions in the City Government. An online payment system not only allows faster transactions, but also helps prevent the transmission of virus as it minimizes or eliminates person-to-person contact.

Likewise, a MOA with the BFP was entered to integrate their agency’s system to the electronic Business Permit and Licensing System (eBPLS) of the City Government – Local Economic and Business Development Office (LEBDO). This facilitates transactions as the citizens will no longer go to the BFP to comply with additional requirements or to secure the necessary Certificates or documents. Transactions with concerned offices such as the BFP, are already done at the Permanent Business One Stop Shop (PBOSS).

City Administrator Atty. Aileen Lubiano, City Information and Communications Technology Officer Engr. Germie Deang, Local Economic and Business Development Officer Rizalyn Medrano, and City Treasurer Edmar Luna witnessed the MOA signing.

The event was also graced by Don Mariano Marcos Memorial State University-Mid La Union Campus Director for Research Kenneth Bayani, Department of the Interior and Local Government (DILG) Local Government Operations Officer Ms. Lily Ann Colisao, DILG Provincial Director Virgilio Sison, Department of Trade and Idustry Provincial Director Merlie Membrere, and Chamber of Commerce & Industry of La Union President Lina Flor Hizon.

Also present during the event were City Councilors Rizalde Laudencia and Ramon Ortega, and Ex-Officio Member Ram Ortega.
