
The City Government of San Fernando’s “Oplan Balik Kalsada” resumed operations on November 16, 2020 after receiving the Department of Interior and Local Government Memorandum Circular 2020-145 last October 27, 2020 ordering the resumption of nationwide road clearing operation within sixty (60) days.
After more than seven months of suspension of road clearing operations due to the pandemic, all local government units are now mandated to resume and reclaim public roads which are being used for private ends. Executive Order No. 36 issued by the Office of the Provincial Governor on November 4, 2020 provides the guidelines for the continuation and full implementation of road clearing of illegal constructions.
The local government unit of San Fernando immediately conducted a meeting with the personnel of Task Force ‘Balik Kalsada’ at People’s Hall, City Hall last Monday (November 16) to discuss their specific strategy response, duties, and functions.
The Task Force is split into two teams: the Inventory Team which shall record existing obstructions such as posts, signages, plant boxes, fences, garbage dumps. The team has finished conducting dissemination on the ground last week of Nov. 19, while the Clearing Team started and removed identified obstructions as well as illegal parking vehicles on Nov. 23.
The Balik Kalsada operation aims to make national, provincial, city, and barangay roads more accessible and safe for pedestrians and motorists. The decongestion and ease of the traffic will also make our roads conducive for economic activity in the City.
City Mayor Dong Gualberto signed the Executive Order No. 134-2020 reorganizing and giving power order to Task Force ‘Balik Kalsada’ to operate in the said road clearing activity.
