CITY GOVERNMENT TURNS OVER DOCUMENTS TO INCOMING PUBLIC OFFICIALS

To ensure a smooth transition of leadership from outgoing to incoming public officials, the Department of Interior and Local Government (DILG) – City of San Fernando, La Union and City Government conducted the Local Governance Transition Turnover Ceremony at the Gregorio “Bunog” R. Hufano Session Hall yesterday, June 26, 2025.

 

In the ceremony, City Councilor Hon. Lucia Esperanza O. Valero warmly welcomed the attending guests, public officials, and government agency representatives who were present.

 

Afterward, City Local Government Operations Officer Ms. Lily Ann O. Colisao gave an overview of the transition turnover ceremony in accordance with the DILG Memorandum Circular No. 2025-016. She also shared the major responsibilities of the DILG in the said ceremony and ways forward for the elected officials.

 

The next part of the program highlighted presentations of the accomplishments of the City Government. First to present was Mr. Brix Caesar D. Cafuir, City Planning and Development Coordinator, who reported on the Comprehensive Development Plan, City Development Investment Program, and the Executive-Legislative Agenda.

 

In addition, Mr. Cafuir also outlined the accomplishments and the major programs, projects, and activities of the social, economic, infrastructure, environmental, and institutional pillars of the City Government.

 

Another presentation was followed by Ms. Mercy G. Go, City Accountant. She presented the financial performance of the City Government for the 1st Quarter of Calendar Year (CY) 2025 and the Commission on Audit – Annual Audit Report for CY 2023.

 

Meanwhile, Ms. Rizalyn D. Medrano, Local Economic and Business Development Officer, shared the governance assessment report in 10 areas by the Seal of Good Local Governance evaluators for the City Government.

 

For the last presentation, Dr. Joseph M. De Guzman, Secretary to the Sangguniang Panlungsod, delivered a summary of the sessions, hearings, meetings, reports, resolutions, ordinances, initiatives, and awards accomplished by the legislative department of the city government.

 

At the most symbolic part of the program, the outgoing officials turned over the transition documents to the incoming officials of the city government. This part also included the delivery of messages of gratitude and support to both the outgoing and incoming officials from City Mayor Hermenegildo A. Gualberto, City Councilor Hon. Kyle Marie Eufrosito Y. Nisce, on behalf of outgoing City Vice-Mayor Hon. Alfredo Pablo R. Ortega, and city councilors.

 

At the last part of the ceremony, incoming City Vice-Mayor Elect Hon. Pablo C. Ortega gave his closing remarks.
