The Nueva Segovia Consortium of Cooperatives (NSCC) conducted a documentation and evaluation of the City Government’s localization of the Open Government Partnership (OGP) held at the Office of the City Mayor’s Conference Room last month of July, 2025.

Ms. Lily Ann O. Colisao, City Local Government Operations Officer, along with Mr. Brix Caesar D. Cafuir, City Planning and Development Coordinator, Ms. Imelda B. Quindara, Civil Society Organizations Desk Officer, and Mr. Anacleto M. Zamoranos, Local People’s Council Chairperson, guided the NSCC auditors during the review of various transparency platforms such as bulletin boards, official website, and Facebook page.

The objective of the evaluation was to facilitate on-site documentation of the City Government’s implementation of the OGP Localization Program based on the following initiatives:

1. Initiatives on transparency through publication of all government-held information, mechanism to strengthen the right to information, and open access to government information.

2.Initiatives on accountability according to the rules, regulations, and mechanisms in place that call upon government actors to justify their actions.

3. Initiatives on participation that mobilize citizens to engage in a dialogue on government policies or program, provide input or feedback, and make contributions that lead to more responsive, and effective governance.

Among the officers and members of NSCC who served as auditors were Mr. Joel S. Sudaria, Ms. Rosalyn P. Peña, Ms. Elizabeth T. Kai, Ms. Princess Q. Balauro, and Ms. Jocelyn P. Tagatac.

Also present during the audit were Department of the Interior and Local Government representatives Mr. Aldrin D. Nolasco from the La Union Provincial Office, and Ms. Apreelle Yen C. Estacio from the Regional Office.
