Members of the LGBTQIA+ community learned, expressed themselves, and celebrated their identity in a safe and inclusive space during Bulalayaw Con: 2026 San Fernando Pride Summit and Culminating Activity, where the City Government of San Fernando, La Union, through the Gender and Development Office, culminated its 2026 Pride Month Celebration at the Speaker Pro Tempore Francisco I. Ortega Convention Center on July 11, 2026.

Participants deepened their understanding of Sexual Orientation, Gender Identity and Expression, and Sex Characteristics, HIV awareness and the proper use of Pre-Exposure Prophylaxis (PrEP), and Republic Act No. 11313 or the Safe Spaces Act. The sessions were facilitated by Head of the Human Resource Management Office Mr. Mark Anthony A. Ducusin, Medical Officer III of the City Health Office Dr. Rachelle G. Batalla, and Executive Director of Don Mariano Marcos Memorial State University Open University System Atty. Jonald F. Garrrera, PhD.

Adding excitement to the celebration were the Hair and Make-Up Competition and Bulalayaw Got Talent, where participants confidently showcased their creativity, artistry, and talent.

Jeminic A. Buno emerged as champion of Bulalayaw Got Talent, followed by Rod Steven D. Chan in first place and Ryan A. Hufana in second place.

In the Hair and Make-Up Competition, Adrian G. Lacsamana claimed the championship title, while Jethro Lei M. Flores finished in first place and Jayson R. Lomboy placed second.

The event also featured the oath-taking ceremony of the newly elected officers of Bulalayaw ti San Fernando Inc. led by President Mr. Rolando R. Marquez. The oath-taking was administered by Provincial Board Member Hon. Maria Rosario Eufrosina “Chary” P. Nisce.

The celebration likewise recognized the winners of the Rainbow Spike Volleyball League 2026, with Team FAG crowned champion, followed by Team City Spikers in first place, Team Blazers in second place, and Team Tsudie in third place.

Awards were presented by Ms. Maria Theresa M. Navarro, Hon. Maria Rosario Eufrosina “Chary” P. Nisce, Mr. Mark Anthony A. Ducusin, and Dr. Marilou C. Mondina, recognizing the outstanding performances and achievements of the participants.
