The City Government of San Fernando’s “Oplan Balik Kalsada” received medium compliance rating from the Department of Interior and Local Government for the 60-day road clearing campaign on public roads in the City of San Fernando.

According to DILG’s assessment and validation ratings as of October 8, 2019, the city and four other towns of the province receives medium compliance ratings while two other towns received high compliance.

The road clearing operation was in line with President Rodrigo Duterte's directive to eliminate all road obstructions and reclaim spaces for the public which was pronounced in his fourth State of the Nation Address in July.

By then the DILG released Memorandum Circular 2019-121 ordering local government units in the country to clear all public roads from illegal structures and construction.

The city government initiates the first operation in McArthur National highway at Pagdalagan last August 8, 2019 led by Acting Mayor Alf Ortega, few days after the DILG’s memorandum was released.

Several illegal parking vehicles, street vendors, business and resident establishments occupying road portions, and other public shades are among the road obstructions cleared during the 60-day operation.

The task force composed of various City work units, multi-sector groups, Liga ng mga barangays and National Agencies - PNP, DPWH, BFP and DILG are currently planning on medium to long term measures on sustaining this directive.
