The department heads and representatives of the City Government of San Fernando, La Union, together with Civil Society Organizations (CSOs), convened for the Fiscal Year (FY) 2026 Budget Forum spearheaded by the City Budget Office (CBO) at the People’s Hall in July.

The forum served as a platform to discuss budget preparations and align priorities for the upcoming fiscal year. To formally open the forum, City Mayor Hermenegildo A. Gualberto gave his opening remarks.

Afterward, an overview of the 2026 Annual Investment Program was shared by the City Planning and Development Office. This was followed by the presentation of Smart Sustainable Communities Program of the City Information and Communications Technology.

Following thereafter was the presentation of the Office of the City Treasurer on the funding sources of the various budget proposals for FY 2026.

Moreover, the Office of the City Accountant discussed about irregular, unnecessary, excessive, extravagant, or unconscionable expenditures and common account codes. Meanwhile, the CBO provided an overview of the budget call. The said office also outlined the budget preparation guidelines, forms and conducted a workshop.

Before the forum concluded, Atty. Gilbert L. Caloza, City Administrator, delivered his closing remarks.
