The City Government of San Fernando, La Union, through the Persons with Disability Affairs Office, proudly spearheaded the celebration of the 47th National Disability Rights (NDR) Week last month of July.

The celebration began with the regional kick-off activity, held in coordination with the Regional Committee on Disability Affairs, at the People’s Park on July 17, 2025.

During the kick-off, representatives from various national government agencies, as well as persons with disability (PWD) associations, organizations, and groups, participated in a Health and Wellness Session. This was followed by a short program where selected PWDs shared their experiences and challenges, leaving attendees with inspirational messages of hope and perseverance.

On July 18, 2025, the City-Level Kick-Off commenced with a Catholic Mass officiated by Rev. Fr. Bret Jan Michael P. Boadilla, offering blessings to persons with disability and the celebration of NDRW.

Moreover, City Mayor Hermenegildo A. Gualberto and Ms. Angela Galvez, representing City Councilor and Social Services Committee Chairperson Hon. Lilibeth G. Hipol, attended the mass and delivered messages of support to the participants.

In addition, a talk from Mr. Danilo T. Balino, Information Officer III and Chief of the Promotion and Advocacy Division of CHR Region 1, shared invaluable insights on disability laws and the rights of all persons with disabilities, empowering attendees with knowledge to champion inclusivity and equality.

In continuation of the celebration, talented persons with disabilities showcased their skills in singing, dancing, painting, and playing musical instruments at the NDR Got Talent 2025.

Furthermore, a medical mission and consultation were conducted on July 21–22, 2025, in partnership with the City Health Office, providing the sector with medical check-ups and flu vaccinations.

Through this celebration, the City Government reaffirmed its commitment to promoting an inclusive society that recognizes and supports the active participation of persons with disability in community development.
